Disaster Risk Management (DRM) Specialist

The Ethiopian Disaster Risk Management Commission (EDRMC) is seeking a qualified and experienced professional for the position of Disaster Risk Management (DRM) Specialist to support the Ethiopia Flood Management Project (EFMP), under the Federal Government of Ethiopia.

Contract Period: One year, renewable based on satisfactory performance

Reports to: EDRMC PCU

Job Purpose:

The selected candidate will serve as the Senior DRM Technical Specialist, providing technical, analytical, and advisory inputs related to risk assessment, risk reduction, disaster preparedness, and disaster management. The role includes the adaptation of international good practices and supporting national DRM coordination.

The candidate will lead the implementation of:

• Component 1: Strengthening Institutional and Coordination Capacity for DRM

• Sub-component 2.3: Community-Level Flood Preparedness and Awareness Raising

• Sub-component 2.2: Hydromet Services and Impact-Based Flood Early Warning Systems

Major Duties and Responsibilities:

• Provide expert inputs to key project components and sub-components.

• Support institutional and community-level DRM capacity building.

• Assist in strategy development and implementation for DRM systems.

• Contribute to quality control of DRM-related studies, evaluations, and technical documentation.

• Coordinate technical activities and liaise with stakeholders to build a DRM-focused evidence base.

• Engage with DRM projects to ensure synergy and coherence across programs.

• Prepare Terms of Reference (ToRs) and other technical documents as needed.

• Assist in the development and execution of DRM-related training and capacity-building programs.

• Lead strategic integration of DRM into flood management policies and frameworks.

Qualifications and Experience:

• A university degree with specialization in Disaster Risk Management, Environmental Disaster Risk Management, Natural Resource Management, Climate Change, or a related field.

• Proven expertise (minimum 5 years) in strengthening institutional and coordination systems for DRM, preferably in flood risk contexts.

• At least 8 years of cumulative experience, with prior involvement in World Bank-financed projects, UN agencies, or NGOs being an asset.

• Strong communication, coordination, and project management skills.
