Senior Software Expert

The Federal Public Procurement and Property Authority (FPPPPA) is seeking to hire a highly qualified and experienced professional for the position of Senior Software Expert. This role plays a critical part in supporting the Authority’s digital transformation efforts through the design, development, and enhancement of modern software systems that strengthen public procurement and property administration.

Job Summary

The Senior Software Expert will be responsible for leading software development projects, designing robust system architecture, and ensuring the high performance, security, and reliability of the Authority’s digital platforms. The role requires deep technical knowledge, leadership skills, and hands-on experience in enterprise-level software development.

Key Duties and Responsibilities

• Design, develop, and maintain scalable and secure software applications for procurement and property management

• Analyze system requirements and transform them into functional software architecture

• Oversee code quality, ensure adherence to development standards, and conduct code reviews

• Guide and mentor junior developers and technical staff

• Ensure data security, privacy, and system integrity across all platforms

• Manage integration of new technologies and tools into existing systems

• Collaborate with internal teams and external partners to implement digital solutions

• Conduct testing, debugging, and performance optimization

• Document software processes, system designs, and user manuals

• Support the implementation and integration of e-GP (electronic Government Procurement) systems

Required Qualification and Experience

• Master’s or Bachelor’s degree in Computer Science, IT, Software Engineering, Electrical Engineering, Information Systems, or related fields

• A minimum of 8 years of relevant professional experience for Master’s degree holders or 10 years of experience for Bachelor’s degree holders

• Proven experience in:

  • Software development and system design

  • Full-stack development using modern frameworks (e.g., Angular, React, Node.js, .NET, Java)

  • Database design and management (e.g., SQL Server, PostgreSQL, MySQL)

  • Web services, APIs (REST, SOAP), and microservices architecture

  • DevOps tools and practices including Git, CI/CD pipelines

  • System performance tuning, security implementation, and quality assurance

  • Agile software development methodologies

  • Experience with e-GP systems or government IT projects is a strong advantage
