Position Title: Digitalization and System Security Consultant

Workplace: Addis Ababa

Job Summary

The Consultant will play a leading role in the design, implementation, evaluation, and security of digital procurement and property management systems. The position involves working on infrastructure development, system integration, cybersecurity risk mitigation, and contributing to the successful digital transformation of the Authority’s services.

Key Duties and Responsibilities

Assess existing digital infrastructure and recommend improvement strategies
Design and implement secure and scalable IT systems for procurement and property management
Conduct risk assessments and propose cybersecurity enhancements
Provide technical guidance on cloud computing, system protocols, and network infrastructure
Ensure quality assurance in all digital tools and platforms used by the Authority
Lead and support the implementation of e-commerce or e-Government Procurement (e-GP) systems
Provide training and capacity-building support to staff on digital tools and security awareness
Collaborate with internal teams and external stakeholders to ensure smooth execution of digital projects
Prepare regular reports on system performance, digital progress, and security compliance

Required Qualifications

Bachelor’s or Master’s degree in Computer Science, Software Engineering, Computer Engineering, Information Science, Information Systems, or other related fields

Experience

Minimum of 7 years of relevant professional experience for Bachelor’s degree holders or 5 years of experience for Master’s degree holders
Demonstrated expertise in the following areas:
- Infrastructure design and implementation
- Cloud computing and management
- Software architecture evaluation
- Quality assurance of digital systems
- Network infrastructure and system protocols
- System security and cybersecurity measures
- Project planning and implementation
- Experience with e-commerce or e-GP (electronic Government Procurement) systems is highly desirable
